After the Arvind Kejriwal Government’s denial that it is trying to set up a 25 monitoring units to keep tabs on the functioning of Delhi Government departments and their officials, leader of Opposition Vijender Gupta lashed out at the AAP Government terming it as full of lies and self-contradictions. On the contrary it has been revealed that Arvind Kejriwal is all set to implement the plan for purchasing snooping equipment. The Pioneer had carried a story titled “Super bosses to boss babus”. Kejriwal Government has denied the story and issued a rejoinder. However, The Pioneer stands by the story as it is in possession of the draft Cabinet note.
“Strange are the ways of Kejriwal Government. It is full of lies, self-contradictions and denials. Many a times Delhi Government wants to do something but fears to do so. When the issue becomes public, it denies it out of shame,” said leader of Opposition Vijender Gupta. Gupta said similar situation took place in the case of formation of 25 monitoring and evaluating units to monitor Delhi Government’s senior officers. “But when the issue was leaked out to the media on Tuesday, it promptly denied the proposal notwithstanding the facts that the proposal in black and white had reached in hands of some journalists. It denied setting up monitoring units and later on came out with proposal for the purchase of snooping equipment,” Gupta said.
The Government wanted to monitor and evaluate the policies at a Central place in the Government. The Principal Secretary (Home) prepared a note for the Council of Minister knows as Cabinet note. The Delhi Government has done nothing for providing land for construction of four sub-stations; while they came out with a statement that it has decided to provide land for the purpose but there has been no such move.
Moreover the Kejriwal Government said after May 21 notification, it had started routing files through lG office, the ground reality remains that it is not being practiced despite clear-cut High Court orders. The list of issues having contradictions and wavering of stand is getting longer and longer, day-by-day. Special staff was to be appointed for the similar purpose. leader of Opposition argued that since the Government wanted to superimpose a body comprising AAP workers to monitor the Government officers through the especially created cell. “In fact, the primary motive was to reward certain workers who could also double as Govt. officials,” said Gupta
The staff to be employed for this project includes a Project Director-01 (Rs2 lakh pm), Directors-05 (Rs1.5 lakh pm), Team leader-25 (Rs75,000 pm), Office Assistants -25(Rs40,000 pm), Field Staff - 60 (Rs25,000 pm). The total strength would have been 116 with monthly expenditure of Rs53,25,000. Gupta highlighted that the financial implications of the project as per projection of the Home Department would have been Rs20 crores per month (Staff Salaries (Rs7 crores), Misc. Expenditure such as office expenditure, establishment matters and others pegged at Rs10 crores, with miscellaneous at Rs3 crores.
