nFollowing instructions from the Centre to weed out the corrupt, inefficient and deadwoods from the force, Delhi Police's Vigilance department has got cracking and is in the midst of preparing a list of such police personnel and officers posted with different districts and units who are to be retired prematurely.

"The very thought of being compulsorily retired from the service, has sent the alarm bells ringing among the corrupt and inefficient lot. 'Operation Clean-up' is an ongoing process and all those whose performance is below par and have achieved or contributed significantly to the force will get the axe", said the senior police official adding that the process has been kick started and is expected to gather steam in the coming days".

"Delhi Police Commissioner Amulya Patnaik has approved the ongoing action against the black sheep in the force and they will face the music", the official added.

It would be pertinent to mention here that the Centre has written to the Delhi Police top brass regarding strengthening of administrative periodical review under 'Fundamental Rule (FR) 56 (j) and Rule 48 of Central Civil Service (Pension ) Rules 1972'.

Additional Commissioner of Police Vigilance, Suman Goyal has recently issued a memo to all the districts and units including Police Training College (PTC) and Foreigners Regional Registration Office (FRRO) in this regard. It says, "It is stated that a comprehensive exercise is to be carried out to screen the record of police officers to weed out 'dead wood' and 'dark sheep' who are suitable for compulsory retirement on premature basis under FR 56(j) an Rule 48 of CCS (Pension) Rules 1972.

Vigilance department has prepared detailed criteria for identifying duds among the force and their service records and achievements shall be applied while deciding their future. "Doubtful Integrity (DI), Moral Turpitude, Habitual Absentee, Alcoholism/drug addiction and Indiscipline" are the parameters for identifying non-performers in the force.

The order issued by the Additional CP, Vigilance has also made it clear that at the district level and units, the DCPs will be the chairpersons and they will screen the individual cases up to the rank of Sub-Inspector. Joint CPs/ Additional CPs will be head the committee for Inspectors.

"The preliminary screening committee which will screen the cases up to Inspectors  should carry out a comprehensive exercise to identify such police personnel who have been involved in the cases of corruption and moral turpitude and are unable to discharge their duties efficiently and diligently. The police personnel who have criminal cases registered against them and have been convicted by the Trial Courts should be necessarily considered by the 'Review Committee' who also meets other requirements under the relevant rules", the order issued by the police head quarters (PHQ) states.

When asked about the whole process, Special Commissioner of Police (Vigilance) Praveer Ranjan told The Pioneer, " This practice has been going on for quite some time. Inefficient police personnel keep getting cashiered for various reasons. The recent order by the Centre is aimed at weeding out the useless and corrupt lot. This exercise is being carried out across the rank and file without any prejudice," he added.
