UP Govt to sensitise cops to ensure effective policing

The State Government is working to sensitise police personnel on major Acts of importance being ignored by the force claimed Amitabh Thakur, the Inspector General of Police (IGP) Rules and Manual of Uttar Pradesh Police.

Thakur, who visited Ghaziabad on Tuesday, said, “Cow Slaughter Act 1965, Criminal law Amendment Act 2012 and Gangster Act are important Acts for effective policing but are not implemented effectively by the police.

It has been noticed that the investigating officers (IOs) submit their reports in a very short summery and that hampers the case in the court. Now police officers are being asked to submit chargesheets or closure reports in detail so that accountability could be fixed on erring persons whosoever he or she is complainant or the accused, Thakur added.

Thakur said that during the Samajwadi Party Government a false rape case was filed against him. But the police closed the case in a single page summary. The IO should have highlighted the facts and grounds on which basis the case was closed. By an elaborated brief, the complainant could have been booked under Sections 182 and 211 of CrPC for misleading the police as provided under the law but IO's shoddy closure report did not leave any ground for such action, the IGP said.

In the same manner if a person is booked under Gangster Act for three times, he is liable for externed from the district. But there are cases, where a person has been booked in dozens of cases but they are not being externed, he said.

In the similar manner under clause (3) of Cow Slaughter Act 1965, the guilty person is liable for 7 year jail term punishment for even transportation for slaughtering the animal if proved in the court of law. But after filing the report the police is not sensitised to do work in detail.

The IGP further said that there is provision of immediate medical examination of a rape victim under Criminal law Amendment Act 2013 but the victim is very rarely medically examined within the stipulated time. The IGP stressed that Justice JS Verma commission report should  be implemented with immediate effect so that the police is free from political influence.

So after assumption of charge the new Government had ordered to sensitise the police. "The purpose of my official visit is to sensitise the police force", the IGP further said.
