It seems that Delhi Traffic Police, the nodal agency to ensure road safety in the national Capital and adherence to the traffic and motor vehicle act and also keep an eye on the violators, is lacking in enforcement. A report submitted before the Delhi High Court recently has found lacunae in the functioning of the traffic police. As per the report, a total of 6,315 motorists were prosecuted while 53 were arrested for using modified silencers from June to July but the traffic police has not removed the modified silencers fitted in the motor cycles and two wheelers.
A Law student of Delhi University and a Non Governmental Organisation (NGO) called ‘Justice for Rights’ has filed a petition in the High Court against the Delhi Traffic Police for not taking action against the ‘Noise Pollution’ caused by the vehicles and motorists in and around the north campus area.
“The High Court in the year 2007 has issued an order which says that the, whichever vehicles is challaned for violation of this enforcement agency and the traffic police is entitled to remove such horn/modified devices from the vehicles but the report submitted by the Delhi traffic Police in January shows that they have just challaned the vehicles but not removed the modified silencers,” said Harpreet Singh Hora, an advocate.
Hora also said that the issue increases especially during the elections of Delhi University Student Union and pressure horns and modified silencers (especially on bullet motorcycles) are a source of great nuisance. But the police do not take any action. However, the next hearing is scheduled in October in which we have asked a report for entire Delhi from the traffic police.
“Following the court order, the Delhi Traffic Police issued an order along with the 2007 order passed by the court. The order has been issued to all the districts and traffic units for implementing the order with immediate effect,” said a Delhi Traffic police official.
