Subordinate Board chief shifted in major shakeup

Published on:

1988 batch IAS officer Dharmendra Sharma, who is currently posted as the Chairman of Delhi Subordinate Services Selection Board (DSSSB), has been transferred to Goa with immediate effect while the transfer order of SN Sahai, a 1986 batch IAS officer, from Delhi to Goa has been cancelled after his appointment as Additional Secretary in the Ministry of Corporate Affairs at Centre.

Sahai is currently holding the post of Principal Secretary (Home) and (Finance).

Sharma had returned to Delhi a few months ago. He was posted as Principal Secretary (Finance) but was shifted out as Chairman of DSSSB. In a major bureaucratic reshuffle, the Joint Cadre Authority (JCA) of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre has approved transfers/posting of over two dozen bureaucrats that include transfer orders of Sharma and Sahai from the Delhi Government.

The JCA meeting was held on Thursday last and was chaired by the Union Home Secretary.

According to orders, Manisha Saxena, a 1996 batch IAS officer has been transferred from Mizoram to Delhi. The JCA has requested the Mizoram Government to relieve her with immediate effect.

The JCA has also approved transfer order of Niharika Rai, a 2005 batch IAS officer as Private Secretary to the Minister of State (independent charge) for Youth Affairs and Sports Vijay Goel in the department of sports at the level of deputy secretary with effect from the date of assumption of the charge of the post or on coterminous basis with the Minister or till she ceases to function as Private Secretary to the Minister or until further orders whichever event occurs the earliest.

Rai is currently district magistrate of South in Delhi Government. Azim Ul Haq, a 2007 batch officer, currently posted as district magistrate (South West) has been transferred to Arunachal Pradesh. Brij Mohan Mishra, a 2008 batch IAS has been transferred from Arunachal Pradesh to Delhi.

Ruchika Katyal, a 2013 batch IAS officer has been transferred from Arunachal Pradesh to Delhi. Ravi Dhawan, a 2011 batch IAS officer, Nitika Pawar (2012 ) SK Jain, ( 2007 ), Madhu Rani Teotia, (2008), GS Meena 2002 batch officer, Neeraj Semwal, 2003 batch officer, Rupesh Kumar Thakur (2006) and Sanjay Goel (2004) have also been transferred from Delhi to Arunachal Pradesh while  Sachin Shinde (2008), Shilpa Shinde (2006) have been transferred from Goa to Delhi.

K Narasimha (1991) has been transferred from Chandigarh to Delhi while R Menka (2011) has been transferred from Andaman Nicobar to Delhi.

It would be pertinent to mention that Chief Minister Arvind Kejriwal has been very critical of the transfer policy of the AGMUT cadre.  The city Government has alleged that it is not being given officers of its choice. According to bureaucrats in Delhi, this transfer order may further aggravate tussle between AAP Government and Centre.

In a related development, the JCA has given three months extension in service to R K Srivastava, Goa Chief Secretary. He was to retire on September 30. He is a AGMUT cadre 1984 batch IAS officer. Srivastava is considered close to Union Defence Minister Manohar Parrikar and  is expected to hold the charge of Goa chief secretary till Assembly polls next year.
