In an aftermath of the ugly incident involving a traffic head constable hurling a brick at a woman, Delhi Police top brass has decided to record every conversation between traffic personnel and the vehicle driver while issuing challans on the spot.

A decision to this effect was taken by Delhi Police Commissioner BS Bassi after the disgraceful incident involving head constable Satish Chand was caught in a video throwing a brick at a woman rider following an argument after the woman had allegedly jumped the red light in the Gold links area of Central Delhi.

Soon after the video got viral, Bassi issued the dismissal order of the accused policeman and he was also arrested by the Investigating Officer (IO) after an FIR was lodged against him at Tughlak Road police station.

“Now, Traffic Police will be equipped with a video camera, which would enable them to record the conversation - audio and video - between the officer and the driver. This would certainly help in preventing such acts in the future,” a police officer told The Pioneer.

“The rank and file of Traffic Police posted to man and enforce traffic discipline will be asked to hang a video camera around their necks and it will record the entire process. Zonal Officers (ZO) who are deployed on roads, would ensure that every conversation is recorded on the video cameras while issuing challans for traffic violation,” the officer added.

However, several versions are doing rounds as a section of Delhi Police has claimed that it was the woman who first misbehaved with the traffic police head constable and hurled stones at him. Sources also claimed that it was a coconut lying on the ground and not a stone that he hurled at her.

The accused head constable, Satish Chand, who is a resident of Chanakyapuri police lines, had also given a written complaint at Tughlak Road police station against the woman after matter came into media. The police however, did not pay heed to his complaint. Sources said that Chand also recorded the conversation in his mobile phone, which he handed over to Tughlak Road police.

Chand’s family members were shocked after the incident. They claimed that the head constable could not indulge in such act without a reason. “My father never talked rudely with any woman, including my mother. Something might have happened that triggered him to do such act,” said Chand’s son Aditya, who is pursuing BBA. Chand’s father was an Assistant Commissioner of Police and died in harness 10 years ago.
