Ryan murder: SIT reports serious security lapses

The Special Investigation Team (SIT) set up by the district administration for investigating the security lapses in the Ryan International School campus after a cold blooded murder of a second standard boy submitted its report to the Deputy Commissioner (DC) on Monday.

“The report submitted by the SIT found several security lapses in the school campus. We have recommended taking appropriate action as per Section 4 (6)-Recognition of schools, Section-21 Inspections of schools  of Haryana School Education Act 1995 and Rule 3 (1), (2) and 30 of Haryana School Education (Amendment) Rules 2007 and sent a report the Director of Haryana School Education,” DC, Vinay Pratap Singh, said.

“The three-member team found major security loopholes in the school campus which was described as a big reason behind the brutal death of the 7-year-old student on September 8”, said an official.

The report stated, “Students’ washroom was easily accessible to unauthorised persons. The boundary wall of the school is incomplete, fire extinguishers kept in the school premises were expired ones, CCTV cameras were not installed at appropriate locations, non-teaching staff’s ID proofs  were not available, there were no separate washrooms for around 50 conductors and drivers, shattered window panes of the washrooms, no security guard appointed near toilets for minor students”.

When confronted in the light of gross anomalies, the school administration claimed that they had made a separate toilet in the farmhouse located on the campus but the SIT found it was nothing more than a junkyard.

A total of 16 CCTV cameras were installed in the campus but their pictures were not clear. Also, there was no rest room available for non-teaching staff in the premises.

Apart from this the team also found that the CCTV camera installed on Gate Number one was not in an appropriate location.

If someone enters the school his or her face is not accessible because the Gate camera is not in working. The three-member team also submitted a map of the school building along with the report.
