Rs1K crore projects in limbo as Delhi Govt agencies duke it out

The tussle between various agencies of Delhi Government has resulted in around a dozen projects running behind schedule. The projects are estimated to be over Rs1,000 crore. Taking serious umbrage over undue delay in completion of projects, the Prime Minister’s Office (PMO) has issued stern orders to the Chief Secretary of Delhi to expedite projects, pending for several months due to non-clearance from various agencies of the State Government.

The projects include type VII flats of general pool residential accommodations at Deen Dayal Upadhyay Marg, Human Resources Department building at IP Estate and flats at Curzon Marg, Timarpur.

According to top sources, the PMO has sent a list of projects that are held up at State level due to various reasons. “The PMO has directed Chief Secretary to take up these projects on urgent basis and expedite status update without any further delay,” sources said.

As per list provided by the PMO, office building for Ministry of HRD at 10-B IP Estate is yet to be constructed due to denial of permission from Forest Department and change of land use by the DDA. The total cost of the project is Rs79.08 crore. The permission application for felling trees was submitted on April 23, 2014 to the Conservator of Forests but the permission is still awaited. Similarly, application for land use change has been submitted to DDA and the application is pending since March 28, 2014. The case was approved on April 22, 2014 but formal approval is yet to be given.

The type VII general pool residential accommodation, flats at Pocket-I DDU Marg are also awaiting forest clearance and approval of plan layout from North Delhi Municipal Corporation (NMC). The application for permission of tree felling was submitted to the Forest Department of Delhi Government on July 22, 2014 but the permission for the same has not been granted till date. The plan layout of the flats is also pending with the Chief Town Planner. Despite several communications and requests, the Ministry is awaiting for their approval. The total cost of the project is Rs237 crore.

In the third case, the construction of type III quarters at Timarpur is still getting delayed due to non-approval of plan layout plan by NMC. The total cost of the project is Rs22.49 crore.

Similarly, Rs105.06 crore project is also pending due to non-clearance of change of land use by DDA, shifting of Delhi Government offices from site and non-clearance of tree felling permission.
