Reopening of CWG streetlight scam, which will be probed by the Anti-corruption Bureau (ACB) may proved to be a futile exercise. The CBI did not find any substance in the case and no FIR was filed against the Delhi Government or then Chief Minister Sheila Dikshit despite lodging a ‘preliminary inquiry’ into the alleged irregularities in awarding the contracts of streetlights and signages. The pointwise reply filed in response to certain queries raised by CAG and Shunglu Committee by the Government satisfied the CAG and no involvement was found of the former Delhi Chief Minister and any officials of the State Government. However, the case was registered against four MCD officials for their involvement in irregularities and the matter is still in the court.
The Delhi Government had also clarified then that Dikshit has not been indicted by CAG and Shunglu Committee on corruption charges in CWG projects as the auditor has only pointed out certain “procedural wrongdoings.”
And also the decision for installation of imported luminaries on selected roads was a Cabinet decision and not a decision taken by the Chief Minister. As per the regular practise the proposal was vetted by the concerned departments including the planning and finance departments. A technical committee was constituted in June 2006, headed by SR Sethi to adopt the latest technology in streetlights. On October 17, 2010, Engineering in Chief of PWD also submitted a note detailing specification of polygonal poles and luminaries as per width of the road.
