The Confederation of All India Traders has written to lieutenant Governor Anil Baijal, highlighting confusion pertaining to proposals of amendments to 'Master Plan 2021'.
It is said that the recent proposals of Delhi Development Authority (DDA) mooted for amendments to Master Plan 2021 for providing relief to traders from sealing, has lead to great confusion, ambiguity and disparities.
Appreciating the concern of the Government for taking stand to solve the ongoing crisis, it is stated that the said proposals look 'half baked' as many conditions have been laid down with each proposal which will be roadblocks for obtaining benefit.
"There is no mention about Special Area specified in the Master Plan 2021. It is remembered that Master Plan 2021 provides redevelopment plan of special area. Since nothing has been done on this count, it is suggested that until it is prepared and made operational, status quo should be maintained and no penal action or charges should be taken from the establishments working under special area," it stated.
It has suggested that general FAR may be allowed at 400. "In the existing format of buildings in almost everywhere in Delhi, the parking is seldom available in building itself. Therefore, the condition of parking has no meaning at all and as such should be waived off. The parking should be built up by the municipal corporations in the vicinity of the markets and parking charges may be collected for that purpose," it stated.
Welcoming the decision to allow basement for the commercial use is a positive step. However, the condition of obtaining No Objection from fire department for the already built buildings is a counterproductive proposition as obtaining fire NOC is difficult in the present circumstances. It is suggested that condition of obtaining NOC from Fire Department for already built up building may be waived off and should be made applicable from prospective effect.
It further said, "We appreciate reduction of penalty for paying conversion charges from 10 times to two times for the persons who have not yet registered themselves. However, there are many cases where persons have given the said charges for one or few years but later discontinued. In such cases the implications of conversion charges will be manifold and people will not be able to avail the benefits of the scheme."
