Poll code leaves 20 IPS officers virtually jobless

Published on:

The nationwide Model Code of Conduct (MCC) imposed by the Election Commission of India (ECI) has rendered atleast 20 IPS officers jobless virtually. All these officers belong to the Arunachal, Goa, Mizoram and Union Territories (AGMUT) and are awaiting posting with the Delhi Police. Meanwhile the Ministry of Home Affairs (MHA) issued the orders for the promotion of the nine Deputy Commissioner of Police (DCPs) level officers to the next rank after Election Commission gave the go ahead. However the orders for the promotions of 1988, 1995, 1996 batch IPS officers to the next rank, have been kept in the abeyance as the intense lobbying among the senior IPS officers has led to the logjam.

The total strength of IPS officers for the Delhi Police is 80 and it has never happened before when such a large number of IPS officers have been made to wait for a posting as the MCC prohibits fresh postings unless the same is cleared by the ECI. The poll body has not accorded its nod and the new postings will be ordered only after the MCC is lifted on May 18 next. Delhi Police has 11 police districts and scores of units. Some of the units are headless and are being looked after by officers holding other posts.

There are two Joint CP level officers, Shankar Dash and Rajesh Khurana of the 1994 batch who had called on the Delhi Police Commissioner BS Bassi and reported to the Delhi Police but have been forced to sit at home. Same is the case with Sharad Aggrawal, from the 1997 batch, who is also awaiting posting. HM Meena and Ram Kumar are too waiting to be posted. AK Ojha, an Additional CP who was transferred to Goa few months ago has been sent back by the State Government. Ojha who’s last posting was with the South West district police was not allowed to join by Manohar Parrikar Government as they claimed that there was no vacancy in the State Police. Ojha came back and reported back to the MHA and is waiting to be posted.

Meanwhile, the MHA issued the orders for the promotion of nine IPS officers of the AGMUT cadre officers. Those promoted to the rank of Additional CP rank are: SBS Tyagi, DCP New Delhi district, Alok Kumar, DCP Central district and Ranbir Singh posted as DCP of West district. PC Hota and AS Cheema posted with the Traffic Police have been elevated.

With their promotion to Additional CP rank means that Traffic Police has now four officials of this rank. RS Ghumman and Arun Kampani too have been given the Additional CP rank. Ghumman is posted with Chandigarh Police while Kampani was transferred back to the Delhi Police from Chandigarh recently. IB Rani and Meenu Chaudhary two women IPS of the 2000 batch officers on Central deputation are also in the list of the promoted officers. Rani is posted as the Foreigners Regional Registration Officer (FRRO) Delhi while Chaudhary is with the Central Bureau of Investigation (CBI).
