Strict measures have been put in place for granting entry passes for vehicles in the Delhi Assembly. A year after the Arvind Kejriwal Government had allowed entry of media persons in Delhi Secretariat only after 3 pm, the Delhi Assembly too has now changed rules for granting them annual passes to get their vehicles parked inside the Assembly premises.
Now onwards, only accredited journalists, TV reporters and other staff accompanying OB Vans will be issued passes for parking their vehicles on specific days for which the House is either in session or for attending any Press conference. Also, TV channels have been disallowed to place their cameras for the coverage of House proceedings as the Assembly Secretariat itself has made arrangement for providing live-footage to them.
As per the new parking criterion, only five officers posted with the lieutenant-Governor’s Secretariat will be provided with parking labels. The Speaker will have powers to provide two parking labels to any legislator for his or her personal use only. The Speaker will also be entitled to issue other 15 parking labels. While the deputy Speaker too will enjoy the same rights, but s/he will be entitled to issue only 10 other parking labels. Both the leader of the Opposition and the Chief Whip will be having powers to issue only five such labels. While legislators will be issued two parking labels for their personal use, ex-MlAs and metropolitan councillors will be provided with one parking label.
The Chief Minister Staff will be entitled to 10 parking labels for the official vehicles and to his deputy’s office will have powers to issue only eight labels. Other Delhi Government Ministers will be entitled just five parking labels for their official cars only. As far as the Chief Secretary, Principal Secretary, Secretary, HODs and Heads of other autonomous bodies are concerned, they will be provided with one label for their personal use and other for their additional staff.
The personnel staff of the Parliamentary Secretaries, PAs to MlAs and Canteen staff will not be entitled for parking labels.
