A senior bureaucrat in the Delhi Government, who recently received his salary after being kept without any posting for four months, has urged Chief Minister Arvind Kejriwal to devise a system so that all the employees are not subjected to such humiliation and are paid on time. The officer has highlighted about the humiliation being meted out to Delhi Government officials on regular basis.

The officer, Kuldeep Singh Gangar, who was special (IG) of Tihar, denied salary since October, 2015. Gangar finally received his salary on March 11, 2016. Gangar has not been given any posting since November 5, 2015 after he was told to report back to the services department. Gangar also sent a copy of this letter to the President, the Prime Minister, the Union Home Minister and the lieutenant Governor.

“It is requested that a system may kindly be created so that any employee of Delhi Government receives the salary and other dues on time. This will ensure that in future any other employee of Delhi Government and the family do not undergo such hardship, harassment and humiliation,” the letter said.

Gangar said he was called to his office on October 21 last year to discuss the extension of tenure of various shopkeepers located at the Inter-State Bus Terminus. He said he was transferred on the same day without any posting. His transfer order was placed on the Government’s website on October 23 last year. After successfully organising the first ‘Car Free Day’, the officer said he reported to the Services Department.

He said a few days later he received a phone call from Deputy Chief Minister Manish Sisodia related to his future posting. He said he was posted as the Special IG, Central Jail Tihar. But two days after joining as the Special IG, he said the services department issued an order whereby his posting was kept in abeyance.

The letter said, “Thereafter, I have been without a posting for four months. I did not receive my salary for the last four months. Due to this I could not submit my bills for medical treatment and my wife…  After persistently pursuing the matter, services department issued the order for the release of my salary…” Gangar said of 25 years in service, he had spent 22 years with the Delhi administration.

Officials of the Delhi Government said that there are several other officials who have not been given any posting and their salary are due for the last four-five months. “Their salary also released by the Government on March this year,” said officials.
