NMC holds meet with stakeholders on eased building permit process

In order to generate awareness among people about various reforms undertaken by the North Delhi Municipal Corporation (NMC), a meeting was convened with stakeholders involved in the process of issuing construction permits under ease of doing business on Friday.

NMC Commissioner Madhup Vyas said that ease of doing business is a major initiative in which issuance of the construction permit is one major component. “The civic body has implemented it effectively. The building plan sanctioning process has been greatly simplified and made completely online. In this process, interaction with the public is not at all required,” he said.

To ease the process, a common application form (CAF) has been made available on the website, which helps the applicant get no objection certificate (NOC) from most of the agencies within 15 days and thereby get sanction permit within 30 days. This has greatly reduced the time factor and increases the transparency in the system, he added.

Vyas further informed that in the last two years due to these reforms, 2,853 plans have been sanctioned out of the total 3443 applications, remaining are either rejected or are in process of sanction. “Moreover, these plans have been sanctioned within an average of 15.77 days that used to be of 157.5 days, earlier,” he said.

He further said occupancy-cum-completion certificate is also issued online only and that's too within a total of 22 days. “Plinth level Certificate is issued within seven days only. Recently, in NMC, around 100 completion certificates have been issued online in the last three months,” Vyas said.

The Commissioner also said that to create awareness about the reforms undertaken on ground level, regular interactive meetings/ capacity building workshops have been held at various levels with various stakeholders.

Under SARAl scheme, for building plans up to 105.0 sqm in residential category, only self-certification of the owner/architect is sufficient and now, the only intimation with requisite fee is to be given to the Municipal Corporation, a senior NMC officer said.

He further assured that many more such reforms are in the pipeline and the procedure of getting the construction permit will be greatly smoothened further.
