NHRC won't allow cops to pull a stunt

Slamming police excess in which a 19-year-old youth, who was riding pillion on a stunt bike, was killed by a police bullet at India Gate last year, the National Human Rights Commission (NHRC) on Monday asked the Delhi Government to pay Rs5 lakh as monetary relief to the next of kin of Karan Pandey. A resident of Khirki Extension, Karan was killed in police firing on stunt bikers at Windsor Place, Ashoka Road on the intervening night of 28 and 29 July, 2013.

The NHRC also asked the Chief Secretary to submit the proof of payment along with the action taken report (ATR) on the departmental proceedings initiated against the delinquent police officials within six weeks. The NHRC observed there was “error of judgement” and “unnecessary use of force” by the police in the incident. It was inspector Rajnish Parmar, then posted with the PCR, who had fired from his service weapon. NHRC also observed that there was unnecessary use of force by opening fire, which was disproportionate to the amount to threat to PCR officials’ life.
