The North Delhi Municipal Corporation (NMC) has identified 70 sites for dumping of construction (malba) and solid waste. The move will help the corporation ensure segregation of garbage generated at the source so that it can be shifted to recycling unit directly. The civic body will impose heavy penalty if one is found dumping of malba other than designated sites.

A senior official of the NMC said disposal of mixed garbage (malba and other household waste) has been an issue and lot of manpower and energy would go wasted in segregation hence the solution was found out.

"We have also been receiving complaints from residents and RWAs about construction debris in huge quantity being dumped by people on the roads and dhalo (garbage station), which create trouble. Segregation of mixed waste consisting of brick and mortar with the regular kitchen garbage is really a Herculean task," he said.

"A suitable solution has been found out by the civic body to ensure that the recyclable and the usual household waste do not get mixed with malba. Otherwise, segregation of the recyclable garbage becomes a challenge. The waste can now be sent to the recycling plant directly which certainly facilitate corporation," said Yogendra Singh Mann, the director, Press and Information.

The corporation has also decided to advertise about the identified locations and all the sites would be duly marked for the benefit of the residents. The officials said those violating the rule would be duly fined.

"The dumping of construction waste on street is strictly banned under the DMC Act and is punishable offence. It should not be dumped even in the garbage collection points or Dhalaos or at any public place. Those found violating the rule would have to pay the cost of transporting the construction debris," a senior official of the NMC said.

Out of the 70 locations earmarked for the purpose, 24 are in Rohini zone, 15 in Karol Bagh, 14 in Civil line zone, 10 in Sadar Paharganj, 5 in Narela and 2 in City zone. Similarly, the East Corporation has also identified 15 such location in Trans Yamuna area for the purpose.

North corporation officials said that under the new proposal people will have to pay for the disposal of building material waste or malba at the time of getting the building plan approved. Currently, the civic body pays private agency, Il&FS, to pick up malba and transport it to the waste plant.
