Molested German complains to DCW on Dec 5, FIR filed on Dec 27, no arrest yet

As if reports of mass molestation on the New Year's Eve in Bengaluru and its rerun in Delhi's Mukherjee Nagar that left Indians stumped were not enough, a case of molestation has surfaced in Delhi's posh Hauz Khas highlighting the Delhi Police’s lackadaisical approach in arresting the accused even more than a month after the incident.

Before leaving for Germany on the day of the incident, a German woman research scholar — allegedly molested by her landlord — told police that the incident happened on November 30.

The victim had lodged a complaint with Swati Maliwal the chairperson of Delhi Commission of Women (DCW) on December 5 and the Delhi Police registered the FIR on December 27 under section 354(Assault or criminal force to woman with intent to outrage her modesty) and section 509 (word, gesture or act intended to insult the modesty of woman) of the IPC at the Hauz Khas Police Station.

Giving the detailed information how the incident happened on that fateful day, the victim wrote in her complaint, "I have already been to my landlord's house many times before when his wife and children were around. On that day, when I was at his house, he was talking about his business which interested me a lot in regard to the research I am doing but then he switched the topic to his marital problems which made me feel awkward and I told him that I am not interested in listening about that."

After a while the victim went to the washroom which was in Yadav's bedroom.

"When I came out, he pushed me to the bed and tried to kiss me. I tried to push him away and kept fighting him for a while. When I got up pushing him, he pulled his pants down and again tried kissing me and forcefully took my hand and put it on his genital. He tried to assault me sexually. luckily, his eight-year-old son came home and I ran away to safety," the victim alleged.

The victim then called up her friends and narrated the incident and asked them to come over. Meanwhile, the accused also came to her apartment and tried to

appease her.

"I could not utter a word and I gestured to my friends and indicated to them about Yadav, the person who harassed me. It was after this that my friends asked him to leave and he left after realising the gravity of his offence. I was hesitant to lodge a complaint against him as I was not aware about the legal issues in India," alleged the victim.

Additional Deputy Commissioner of Police, South district, Chinmoy Biswal, confirmed the incident and said a case has been registered in connection with the matter after receiving the complaint from the Delhi Commission for women (DCW).

"We have registered a case on the basis of the woman's complaint and further investigations are on. No arrests have been made so far," Biswal said.

The accused has been identified as Amit Yadav, who is married and has two children and stays at D Block of Hauz Khas.
