MHA may overrule l-G's move

The Ministry of Home Affairs (MHA) is likely to quash the recently created posts of Senior Special Commissioner of Police (coordinator) as prior sanction for these three posts were not sought from it.

The post was created on the orders of the lieutenant Governor Najeeb Jung ostensibly to accommodate senior Indian Police Service (IPS) officers. Special CP level officers are already in excess to the sanctioned strength. Sources said the MHA has also sought justification from Delhi Police Commissioner about the creation of these three posts.

Sources said the l-G is going to revoke his earlier decision soon and a notification is about to be issued in this week itself.

The three posts of Senior Special Commissioner of Police (coordinator) were created in first week of last month. Dharmedra Kumar, Vimla Mehra and Deepak Mishra, all Director General of Police (DGP) rank officers were appointed on these posts.

A special office was also provided to Dharmendra Kumar on the seventh floor at the Police Headquarters replacing Special Commissioner of Police (Establishment) P Kamraj who was asked to shift to the fifth floor office where Special CP Traffic Muktesh Chander was placed. Chander was later asked to move to the office of Joint CP Traffic Sandeep Goel.

All the units being headed by the Special CP rank officers and they were asked to report to the Senior Special CPs (coordinator).  Sources in the Delhi Police told The Pioneer most of the special CPs were not happy in reporting to senior special CPs.

The Delhi Government’s Home Secretary had also questioned the posts terming it as unconstitutional as the MHA was not taken in the loop. It is understood that the l-G had given his approval on the request of Delhi Police Commissioner BS Bassi.

The development was reported by The Pioneer on Monday stating that the three posts were created to maintain the balance among the Special CP level officers as there are 18 officers of this level in Delhi Police against the sanctioned strength of 10.

The Pioneer had also stated that the creation of new Special CP posts are also proving to be quite expensive as the sheer paraphernalia required to maintain their offices was draining the exchequer.

There is other side of the story too as the sanctioned strength of the Constabulary needs to be filled up as there is a shortfall.
