Merger comes unstuck as North MCD fails to glue together a quorum

The proposal for the unification of all three Corporations failed to reach an approval by the Standing Committee of North MCD after it failed to maintain quorum at Thursday’s meet even after holding several rounds of discussion. The committee chairman, MP Bhardwaj, announced the adjournment of proceeding when the Opposition Congress raised the issue of the abstaining BJP’s members from the meet.

The decision to unify the three corporations was unanimously taken by the three civic bodies after passing it through the Standing Committee and the House of the three corporations. The leader of Opposition (loP) Mukesh Goel raised concern over absence of ruling party members. Goel claimed that the ongoing proceeding was unconstitutional as a quorum of five members out of 12 had not been maintained.

“Although we discussed unification issues, it failed to get approval due to the insincere approach of the ruling party members,” said Goel. The issue of stray dogs was also discussed in the meeting along with other pending issues. Notably, the Delhi BJP had moved to regain control at the local level, demanding that the three corporations in the Capital be unified again.

The Municipal Corporation of Delhi (MCD) had been  trifurcated by the Sheila Dikshit Government in April 2012. The move had invited BJP wrath with the party alleging  that it was an attempt by the Congress to wrest control of  the corporations. During an earlier meeting with councillors of all three corporations — North, South and East — Delhi BJP had formed a committee to the take up the issue of unification.
