Delhi Chief Minister Arvind Kejriwal has threatened an enquiry against Anti Corruption Branch (ACB) Chief MK Meena for negligence in performing duty and intimidating junior officers from performing their duties.

In a tersely worded memo, Kejriwal has also sought a reply from Meena in ten days.

“The Government of National Capital Territory of Delhi proposes to take action against Meena (IPS AGMUT: 1989), Joint Commissioner of Police ACB under rule of the All India Services (Discipline and Appeal) Rules, 1969. ...the enquiry is proposed to be held...,” said the memo dated October 9.

In the ten-page of memo, the Government has directed Meena to respond within ten days. The memo also asked for a “written statement in his (Meena) defence” also stating whether he “desires to be heard in person”.

Meena is further informed that if he does not submit his written statement on or before the specified date, the authority may hold an enquiry against him.

The note claims that Meena, while working as Joint Commissioner in the ACB, committed gross misconduct including issuing instructions in violation of section 154 CrPC.

“He also tried to take away the FIR book from the police station of the ACB.

He did the aforesaid illegal acts with malafide intention of screening the corrupt officials and saving them from legal proceedings by interfering in the process of law… Thus the aforesaid act of omission and commission, Meena has exhibited  lack of absolute integrity and

devotion to duty, which

is unbecoming of a Government servant and is the violation of a provisions of Rule 3 of All India Services (Conduct) Rules, 1968,” it said further.

The memo also said, “Meena intimidated and pressurised Additional Commissioner of Police (ACB) SS Yadav for transferring the two FIRs against Delhi Police officials in the matter of corruption to the vigilance department of Delhi police with malafide intention of hushing up the investigation to save the corrupt Delhi police officials.”
