Mechanism being put in place for timely release of salary: Govt

Published on:

Following a complain by a senior bureaucrat — awaiting posting — over delayed salary, the Delhi Government Service Department said, “All branches of Services Department have been requested to take necessary action regarding timely release of salary of the officers/officials who are awaiting posting in the department, as per rule.”

The Department clarified that necessary action is being taken. Also,  the Service Department said ‘generally all their employees are getting their pay well in time.’

The officer, Kuldeep Singh Ganger, who was special (IG) of Tihar Jail, had only received his salary on March11, 2016, after being kept without any posting for four months. He was denied his salary since October, 2015 and the officer was not being given any posting since November 5, 2015. After receiving his salary, Ganger not only wrote a letter to Kejriwal, a copy of which he sent to the President, the Prime Minister, the Union Home Minister and the lieutenant-Governor but also sent his grievance in the Delhi Government’s Public Grievance Management System (PGMS) dated March 15, 2016. Gangar’s grievance number 201624091 had the subject, ‘Timely release of salary and other dues in GNCTD to prevent hardship harassment of employees.’

After registering his grievance, the officer received reply from the Service Department that stated, “The Service Department has issued necessary orders for salary…Delay for releasing salary is on account of following due process in the matter.”

The Service Department mentioned, “Generally all the employees are getting their pay well in time…A letter in this regard has already been issued dated April 13, 2016.”

Ganger, earlier in his letter to Kejriwal had urged to devise a system to timely release of salaries of their employees. The officer, who was the one behind a successful Car-Free Day in the Capital, was called to his office on October 21 last year to discuss the extension of tenure of various shopkeepers located at the Inter-State Bus Terminus following which he was transferred without any posting.

His transfer order was placed on the Government’s website on October 23 last year. After successfully organising the first ‘Car Free Day’, the officer reported to the Services Department. In his letter to Kejriwal, Ganger stated, “It is requested that a system may kindly be created so that any employee of the Delhi Government receives the salary and other dues on time. This will ensure that in future any other employee of the Delhi Government and the family do not undergo such hardship, harassment and humiliation.”

Gangwar had also mentioned that 25 years in his service, he had spent 22 years with the Delhi administration.
