The Lieutenant Governor’s secretariat refuted the Chief Minister’s Office’s (CMO) allegations that the National Capital Civil Services Authority (NCCSA) has been reduced to a “complete farce”, allowing bureaucrats to overturn decisions taken by an elected chief minister and dictating their own will.
In a statement, Lt Governor’s secretariat said a narrative is being projected that officers are not listening and needs absolute control and a lie is being spread that NCCSA is transferring officers from the education department. This is not correct.
“No officer who is physically working in the education department was proposed for transfer. The statement that officers are transferring education department officers is nothing but lies.
The press release formally/informally is not giving a true picture of developments taking place in the NCCSA meeting. The NCCSA will release the draft minutes to the press to verify the truth in public domain,” Lt Governor’s secretariat said.
Sources in the services department said the chief minister has neither approved the minutes nor suggested any changes in the draft minutes proposed by the Member Secretary of the Authority, which were put-up on the basis of discussions held during the meeting of the Authority till now.
“The objective is to show through the media that the Authority cannot function therefore the whole power of transfer / posting shall be vested in him, and not in the Authority. This is being done to give an impression that the Authority is not working. In case, the other two members of the Authority moves further with such minutes, then CM says that he is being over-ruled by the officers,” sources said
The agenda of the NCCSA meeting which was held on June 29, include transfer/posting of Officers in Grade-I (DASS); transfer/posting of Forest Service Officials (IFS) and setting up of a High Powered Committee for capacity building. The Second agenda regarding transfer of IFS officers, the Chief Minister kept the file for recording his views.
The Third Agenda regarding capacity building of officers was not discussed.
According to the official, regarding the first agenda, the chief minister suggested that no good officer should be transferred out from the Education Department, GNCTD without any substitute. However, there is no proposal to transfer any officer from the education department, GNCTD.
As only those officers who are not working in the education department, but merely drawing salary without their physical presence in the education department are proposed for transfer so as to facilitate for drawl of salary from proper salary head.
Regarding two Officers who are proposed for transfer from the election department, The Chief Minister also suggested that these Officers who are not clear from Vigilance angle should not be posted in the education department, which is accordingly amended. “The request of women officers for transfer from Sub Registrar (SR) was not part of the agenda and it was agreed in principle that it will be brought in the next agenda. In the current agenda one women SR was proposed for change as the agenda contains the name of only one women officer who has been adjusted against one existing SR.
The CM wanted two officers to be posted in minister’s office and one of them is having a penalty from vigilance angle.
The CM office informed (verbally) that this detail should not be mentioned in the minutes,” reads the statement.
