In a major setback to Delhi Police top brass, lieutenant Governor Najeeb Jung has quashed three posts of Senior Special Commissioner of Police (coordinator) and issued a modified order on Thursday.
Henceforth, the posts will be known as Special Commissioner of Police (Coordinator). According to the new order, the 1978 batch IPS officer Senior Special Commissioner of Police (administration coordinator) Vimla Mehra has been designated as Special Commissioner of Police (DG scale) and administration coordinator) while 1984 batch IPS officer Senior Special CP (special unit) Dharmendra Kumar has been designated as Special Commissioner of Police ((DG-scale) special unit coordinator). Senior special commissioner of police (law and order coordinator) Deepak Mishra, a 1984 batch IPS officer has been designated as Special CP law and order coordinator.
Following the directions of Ministry of Home Affairs (MHA), the l-G has modified the earlier order dated August 5, 2015, directing creation of Senior Special Commissioner of Police (coordinator) as prior sanction for these three posts were not sought from it. The order was issued by deputy secretary (Home) Alok Garg on Thursday. According to top sources, the MHA has expressed annoyance over the manner Delhi Police Commissioner BS Bassi has created three new post of Senior Special Commissioner of Police without approval/consent of Home Ministry. “The previous order was modified after the MHA’s directions,” said sources. The Home Ministry has also sought justification from the Delhi Police Commissioner about the creation of these three posts. Principal Secretary (Home) SN Sahai had also questioned the posts terming it as unconstitutional as the MHA was not taken in the loop.
The post was created on the orders of the l-G ostensibly to accommodate senior Indian Police Service (IPS) officers. Special CP level officers are already in excess to the sanctioned strength. It is learnt that senior Police officials were not happy with the decisions of creating three post of senior special CP. After the order, a special office was also provided to Dharmendra Kumar on the seventh floor at the Police Headquarters replacing Special Commissioner of Police (Establishment) P Kamraj who was asked to shift to the fifth floor office where Special CP Traffic Muktesh Chander was placed. Chander was later asked to move to the office of Joint CP Traffic Sandeep Goel. All the units being headed by the Special CP rank officers and they were asked to report to the Senior Special CPs (coordinator).
It may be recalled that The Pioneer had earlier reported that MHA was miffed with Delhi Police bosses as the prior sanction was not taken before the creation of these posts.
