IP students protest retrospective fee hike
Published on:

A large number of IP University students held protests in Dwarka and Rohini on Friday to express their reservations over the steep increase in fee structure.

The protest erupted after students of colleges affiliated to the Guru Govind Singh Indraprastha University (GGSIP) were told by the Delhi Government to  pay “due fees” of Rs5,000-Rs25,000 for academic session beginning 2013 onwards till  the completion  of their four or five year respective courses.

The revised fee structure has got serious reactions from students and their parents who termed the back date steep hike as an attempt by the  Government to help  institutions to  earn more  money to meet their business interests.

A student said, “We have already paid our fee for the entire session, especially the final year students, who are only left with two more months before graduation. This is just harassment nothing else.”

A MCA student said on the condition of anonymity that if the Government is late with revision, why are we asked to pay anything for the past yearIJ “It is like asking for the petrol money after two years because the price has risen now.”  A teacher said, “How is the fee hike going to benefit the students, especially when it concerns the payment for previous yearIJ How can the final year student benefit from it when they are already graduating in two monthsIJ Why should they pay anything nowIJ”

A notification, issued by  Director (Higher Education) Shiv Kumar, said, “The  Government  of the National Capital Territory of Delhi has decided  that the fee  proposed  for the academic 2013-16 by the  State Fee Regulatory Committee  be notified  for the period 2014-17... And for the courses having duration  of four years  and five years, the fee notified by the Government  will be applicable  for the entire duration of the course.”

On the other hand, Registrar of GGSIP University Rajiv Kale said no college should charge enhanced fees from the students at their own level.

“It is brought to the notice of all the affiliated colleges/institutions that the University is in the process of notifying the revised fee structure so that the same can be implemented in a uniform manner,” said Kale in the circular issued on Friday evening.

Interestingly, the IP University has already notified the revised fee structure on its website.

With the new notification in place, an MCA student who had been paying Rs96,600 per academic session in Banarasidass Chandiwala Institute of Information Technology, will be bound to pay Rs1,20,000 per academic session from 2013 onwards.

A student pursuing llB with Amity law School, Noida, who had been paying Rs55,200 for one academic year, will now have to shell out Rs63,400.

Those paying Rs79,062 for B.Tech  in Bharti Vidyapeeth College of Engineering  in Paschim Vihar, will  be bound to pay Rs97,700.  In the  same institute, those pursuing MCA, who used to pay Rs86,250 will now have to pay Rs1,20,000.  For BBA a student who used to pay Rs48,300 in 2011-12 to  the Delhi Institute  of Rural  Development  in  Nangli Poona village, will have to shell out Rs55,500 per academic session.

The new  fee structure is based on the recommendations of the State Fee Regulatory Committee, set up by the Delhi Government  on February 1, 2013  to determine fee  for pursuing courses in privately  managed institutions  offering different courses in the national Capital and to perform  the  functions assigned  in the Delhi Professional  Colleges  or Institutions (Prohibition of Capitation Fee, Regulation of  Admission, Fixation  of Non-Exploitative Fee  and Other  Measures to Ensure  Equity  and Excellence) Act, 2007.

The notification is based on a report by the City Government appointed  eight-member committee re-constituted on February 13, 2013, headed by  former Delhi Chief Secretary Ramesh Narayan Swamy to determine the fee for courses in privately-managed institutions under the IP University in Delhi and NCR. The committee was asked to suggest within three months the fee structure of 106 privately-owned colleges affiliated to IP University for the period of 2013 and 2016.
