Haryana Police again urges Govt to roll out HACOC Act

The Haryana Police has once again urged the State Government to pass the Haryana Control of Organised Crime Act (HACOCA), 2016, to tighten the noose around criminal activities of organised gangs.

Earlier the Haryana Police had submitted the proposal after finalising the draft and has been repeatedly urging the State Government to pass it at the earliest. The new law, which has been adopted from Maharashtra, may be invoked in Haryana after getting approval from the Government.

Haryana Director General of Police (DGP) Baljit Singh Sandhu confirmed that the State police has proposal was again pushed to the Government.

“The Haryana police had nabbed several gangs who were involved in  organised crimes but the biggest difficulty is finding witnesses to depose against gangsters and lack of evidence and majority of them are released by courts,” the DGP said.

“The Haryana Police needs Act like HACOCA so that the criminals should know that they will not get bail easily and once the Act will be implemented the crime rate in entire State will come down effectively,” the DGP, said. The act makes bail provisions much tougher than those in the Criminal Procedure Code (CrPC), the DGP added.

According to the information, the HACOCA will make it difficult for the criminals in getting bail, the new law will make Superintendent of Police (SP) and Inspectors General (IG) of the range responsible, in the case of alleged misuse of the Act.

According to the Act, SP will only be authorised to recommend registration of the case under HACOCA and permission of the IG of concerned range or Commissioner of Police will be required for charge sheeting the accused booked under the Act.
