Haryana Finance Minister Captain Abhimanyu on Thursday assured the trader community of Rohtak of his Government’s resolve to adequately compensate them for the loss suffered by them during the Jat quota stir.

Meanwhile, the traders alleged that in the garb of quota stir, establishments of certain communities were deliberately targeted in a planned manner. Captain Abhimanyu, meanwhile, confirmed that it has surfaced during the investigations that a large number of outsiders were involved in the violence during the agitation despite curfew being imposed. He said it is being investigated as to how these outsiders were able to enter Rohtak when all entry points were sealed and curfew was imposed.

Addressing a small gathering of trader community in Rohtak, Abhimanyu said no one understands the state of the residents of victim more than him as his own home was burnt during the riots. “We accept that it was not a small failure on the part of the administration but a big one… The administration failed to predict two things: One that it was not spontaneous but there was a larger conspiracy behind it; and second that there will be such a large-scale attack in the city of Rohtak,” he said.

Shedding some light on the ongoing enquiry into the incident, he said packets of burning coal that are marketed by a Dubai firm, and are made in China, have been found in various places pointing towards a method behind the madness.

“It is becoming more and more clear that whatever happened in Haryana was not spontaneous but it was a part of a larger planned conspiracy… To look into the administrative failure to control the violence, we have appointed new officials to conduct an enquiry,” he added.

He also said investigations are indicating the involvement of huge number of outsiders who were involved in ravaging the city. “We are now analysing when did those outsiders enter the cityIJ How long did they stay hereIJ Where did they hide and with whom did they communicateIJ Because when the whole city was sealed and not even an ambulance could enter the city, it raises serious questions as to how and when did these people come here,” he said.

Adding that now every family in Rohtak is facing the question if they should continue living here or move to some other place, Abhimanyu said Rohtak, which was once a “rising city”, now needs serious confidence-building measures to restore people’s faith in the city.

“The second step now is to rebuild what has been destroyed. We are taking possible administrative measures to ensure that. We are meeting with insurance company to keep a tab on claims being reported, claims being assessed and then finally settled. Our intention is to compensate all the losses and we are figuring out the modalities of doing that,” Abhimanyu said.

local MlA Manish Grover was also present and he said in the name of reservation, there was complete goondaism on display which is evident from the way the city has been ransacked.
