The Arvind Kejriwal Government has fixed cost of land to be recovered from unauthorised colonies that existed on public land in the national Capital.
As per the Cabinet proposal, in colonies existed on Government land in category A occupants will have to pay Rs18,000 per sq metre for 100 sqm plot and penalty for plot will be Rs9,000 per sqm while category H colony will have to pay Rs500 per sqm for the same. Category ‘A’ reflects the most premium segment while Category ‘H’ is for the base level colonies. Owners of bigger plots will have to pay a higher land rate and penalty.
For instance, residents with a 100 sqm plot will have to pay Rs27 lakh as cost of public land that include penalty charges also. The bigger plot holder will have to pay more depending on the size of the plot. The land rate for houses built on plots bigger than 200 metre would be Rs27,000 per square metre and penalty for plots more than 200 sq metre will be Rs13,500 per square metre. The land rate for 100 sqm plot is fixed Rs15,000 per sqm and penalty will be Rs7,500 per sqm in category B type colonies which means the Government will recover Rs22.5 lakh as land cost and penalty from 100 sqm plot holder.
Similarly, unauthorised colonies falling in category C will have to pay Rs12,000 as land cost and Rs6,000 as penalty for every 100 sq metre plot. The land rate for houses built on plots bigger than 200 metres would be Rs21,000 per sq metre and Rs10,500 per sq metre as penalty cost. The land rate for 100 sq metre plot would be Rs9,000 while penalty would be Rs4,500 per sq metre in category D.
For category E, the land rate would be Rs7,500 per sqm and penalty would be Rs3,750 per sq metre for 100 sq metre plot. The land rate for F, G and H categories is Rs2,000 per sqm; Rs1,000 per sqm and Rs500 per sqm respectively. The Kejriwal Government has decided not to charge any penalty/regularisation /development charges from colonies in categories ‘F’, ‘G’ and ‘H’ — a move seen as an attempt to appease the lower middleclass which forms the core of the ruling Aam Aadmi Party’s vote bank. Residents of these colonies will, however, need to pay the cost of the public land to the Government.
The Group of Ministers headed by Deputy Chief Minister Manish Sisodia has recommended that the cost of the public land should be as per the category of the locality in which the unauthorised colony falls and recovery of cost of public land.
The proposal to this effect is likely to be approved by Delhi Cabinet on Monday, according to sources.
The Government has created three slabs for collecting cost of land from the residents. The first slab is for plots up to 100 sqm, the second slab is for plots between 101 sqm and 200 sq m and the third slab is for plots of more than 200 sqm. Similarly, three categories have been created for collecting penalty from the house owner in different colonies.
“In case any unauthorised colony has not been categorised as such then the rate of nearest unauthorised colony under consideration for regularisation should be used for the purpose,” the proposal said.
The recommendation would be sent to Union Urban Development Ministry for further approval. The charges variable land cost and penalty from residents in them, depending upon the location of the colony and the size of the plot.
