Govt to amend right to time-bound services Act

In a bid to provide services under citizen charter in a time bound manner, the AAP Government is bringing an amendment in the existing Delhi (Right of Citizen to time Bound Delivery of Services) Amendment Bill 2015 in the Delhi Assembly on Monday.

The amendment will provide citizen services in a time bound manner and compensate the citizen automatically in case of delay in services beyond the prescribed period till the service is provided.

The existing Act that puts the entire onus of getting compensation, fixing the responsibility for delayed services on the citizens are proposed to be amended.

The proposed amendments intend to fix the responsibility on the officers responsible for the delay and recover the amount.

From December 1, getting caste, income, marriage and domicile certificates will be “hassle-free” with the Delhi Government reducing timeline of these 12 services.

The other certificates, which one will get hassle free from the next month, include disability card, solvency, surviving, death order, date of birth and lal dora certificates.

Currently, there is 60-day timeline for OBC and SC/ST certificate, but the Govern-ment has proposed to introduce 14-day timeline for the services. The Government has simplified procedure for 12 services by doing away with requirement for filing affidavit, accepting the document with only self attestation and introduction of stringent law for making misuse of the facility.
