The Delhi Cabinet on Monday approved a proposal for grant of ownership rights to original allottees and others of the quarters built under Subsidised Industrial Housing Scheme (SIHS) in the National Capital.

The Cabinet has also approved a pension scheme for unorganised and informal sector workers, extension to the Bombay Natural History Society (BNHS) for conservation of bio-diversity and nature at Asola Bhatti and to release payment for land of a permanent campus of the NIT, Delhi at Narela sub-city.

After the Cabinet meet, Chief Minister Sheila Dikshit stated a proposal for grant of ownership rights to original allottees and others of the quarters built under the Subsidised Industrial Housing Scheme. A total of 4,844 flats were constructed at Karampura, Giri Nagar, Vishwakarma Nagar and Nehru Nagar by Delhi Administration under the Subsidised Industrial Housing Scheme in the form of 50 per cent loan and 50 per cent subsidy. The Scheme was introduced by the Ministry of Urban Development in 1952. In 1978, the Scheme was modified to permit transfer of these quarters to those in occupation, on hire/purchase ownership basis under certain conditions.

A survey was conducted in 2005, which certified that 2,873 allottees/occupants out of 4,844 have been issued lease and Conveyance Deed.  In view of the recent decision of the Delhi Government regarding grant of freehold ownership rights in 45 jhuggi-jhopri (JJ) resettlement colonies, the labour Department has mooted a similar proposal in respect of quarters built under Subsidised Industrial Housing Scheme for grant of ownership rights. The Cabinet has approved the proposal and the same is being sent to the Ministry of Urban Development for its approval.

The Cabinet has given its nod for releasing payment of `158 crore for a plot measuring 20.8 hectare allotted by the DDA for developing a permanent campus of NIT at Narela sub-city.
