Govt lays strategies to end graft

In a serious attempt to keep an effective check on the day-to-day functioning, the AAP Government has reportedly started a massive exercise to identify all  sensitive posts which are prone to corruption in  its various departments, Public Sector Undertakings and autonomous bodies all across the city.

Chief secretary KK Sharma is said to have himself held a series of meetings with different Government functionaries  to ensure corruption was weeded out of the administrative machinery.  The Chief Secretary has issued standing instructions to all the departments to identify areas which are prone to corruption  particularly at  places involving public interaction with the Government agencies.  The Chief Secretary has also directed that CCTV cameras be installed at sensitive places  after  evaluating its cost implications  and availability of  budgetary resources. A decision has also been taken  that methods of control  over arbitrary exercise  of discretion  or suggestions  given by the HODs in individual departments  should be given to the Chief Secretary through the vigilance wing only.

Sources said the Government has made it amply clear that its emphasis would be more on preventive vigilance to ensure there is little scope where money can change hands for getting  works of individuals done  through administrative machinery.

The source said the Chief Secretary directed each  department  to project requirement  for separate posts  of vigilance officers  in their respective work places.  He reportedly told the vigilance officers in each department  to report directly to their  respective HODs  to facilitate  independent analysis  of vigilance related  matters.

The Government has also directed  that pendency  and age  of disciplinary proceedings  arising out of the vigilance investigations and subsequent steps taken to ensure  their expeditious disposal should be monitored directly  at the  level of the HODs of the respective wings.

Even the Union Territory Civil Services has been asked to organise  a two-day  training  programme  on vigilance matters  for its officers in different departments.  The programme would  help the  vigilance officers  to deliberate efficiently on matters pertaining to investigations and  their speedy disposal at various forums.
