In the wake of lift accidents in the city, the Federation of Apartment Owners’ Association (AOA) in Ghaziabad has sent a draft of UP lift and Escalators Act to the UP Government for consideration and implementation of comprehensive regulations for safe installation, maintenance and licensing of lifts and elevators

Giving details on the safety, security and maintenance, the President of the Federation of AOA and RWA, Col. Tejendra Pal Singh Tyagi, said in a board meeting of the Ghaziabad Development Authority on March 8, 2013, they had recommended to the State Government to make UP lift and Escalators Act similar to the lift and Escalators Acts already enacted by the Haryana, Maharashtra and Gujarat States.

The Draft of UP lift and Escalators Act sent on Wednesday for consideration of the UP Government includes special sub clauses on maintenance and safety of lifts. The sub clause on safety of lifts covers aspects like automatic rescue device, two way speaker systems, modern alarm or help buttons, safety brakes with a speed sensing governor to check the free down fall of the lifts, interlocks on the hoist way doors to ensure that the elevator cannot leave a landing unless the doors are fully secured, emergency lighting in case of power failure. The age of the lift should also be taken in to consideration.

The sub clause on maintenance of lifts includes making rules on standard agreements between the Apartment Owners Associations/Resident Welfare Associations and the maintenance agency.

The President of the AOA Federation Ghaziabad added the draft UP lift and Escalators Act 2016 is primarily based on the lift Acts of Haryana, Maharashtra and Gujarat. We are sending this draft act subject to the scrutiny by specialists at the State Government level.
