Despite Section 144 of CrPc to restrain unlawful assembly for protesters in the area, the Delhi Police failed to curb the Tibetan protesters from entering the New Delhi district area. Tibetan protesters for whom the New Delhi district was kept out of bounds managed to reach at various places to protest against the visit of Chinese President Xi Jingping.

A group of Tibetan people carrying flags gathered near Dhaula Kuan area around 10 am and started raising slogans against the Chinese President’s visit, demanding independence for Tibet. At least eight Tibetan protesters were detained as they were marching towards the Taj Palace Hotel where the Chinese president is staying. Nearly 30 women Tibetan protesters were detained outside Hyderabad House, where Xi was holding talks with Prime Minister Narendra Modi.

The protesters managed to reach the area despite heavy police protection and adequate barricading. Delhi Police had deployed their personnel in many areas, especially near Majnu ka Tila, which is a Tibetan colony in Delhi, to block any protest against the Chinese President. “Thirty five people who protested on the Kasturba Gandhi Marg close to the Hyderabad House and eight people who protested on the San Martin Marg near the Taj Palace were arrested for violating Section 144 and were taken into preventive custody,” said a police officer.
