Aimed at assessing the performance of each department, the Administrative Reforms Secretary has shot off a missive to all the departments to enumerate work in last 100 days. Bureaucratic circles are bemused as the process to seek the details about the functioning under the President’s Rule has been sought by the lieutenant-Governor. Normally, counting the achievements of 100 days has been in vogue by the elected Governments in the country.
The practice was that only elected Government used to propagate their achievements to get political mileage. This has never been heard so far that a State under President’s Rule also prepares its 100 days’ performance report. On May 19, the administrative reforms secretary issued a circular to all the secretaries and Heads of Department (HoDs) seeking details of achievements during the past 100 days.
“It has been decided to make a compilation of the last 100 days of Delhi Government covering the following... important decisions taken, especially the policy decision and decisions having significant public impact. Important projects approved, started or completed, measures initiated to improve service delivery and for prompt redressal of grievance of people, drives initiated by the departments for better governance and important policies and projects under consideration,” the circular read.
The circular further says that all the information should be submitted to the Directorate of Information & Publicity (DIP), by May 21 in both hand and soft copy. He has asked the departments to mention all the important decisions taken specially the policy decision and decision having significant public impact.
Thus, the effective administrative control went under the lieutenant-Governor. The performance and policy decisions are being taken by the l-G and several new initiatives have been taken during past three months. This includes massive anti-corruption drive, biometric system of attendance in Government offices and mandatory meeting hours by secretaries and HoDs for public. It is noted at the HoDs meeting that revenue collections under various heads during the first month of the current financial year has been gone down drastically as compared to the corresponding month of the last financial year and emphasised that efforts should be made by the departments concerned to improve revenue collection.
The overall development of the city has came to standstill as no new projects have been taken up in the current financial year while the ongoing projects have already been delayed due to implementation of model code of conduct due to lok Sabha elections.
