EDMC, SDMC get new Commissioners

In a significant transfer, Amit Yadav, a 1991 batch officer, has been posted as the Commissioner of East Delhi Municipal Corporation (EDMC) while Punit Kumar Goel, a 1991 batch officer, goes to South Delhi Municipal Corporation (SDMC) as the new Commissioner.

The Ministry of Home Affairs (MHA) has issued an order to this effect. It was also decided that PK Gupta, a 1989 batch officer, will continue as Commissioner North Delhi Municipal Corporation (NMC). Meanwhile, a 1984 batch officer Shakuntala Gamlin is the most sought after officer in Delhi Government who has been entrusted with five key departments that include Finance, General Administration (GAD), Services, Planning and Vigilance. She has replaced Dr MM Kutty, who was transferred to Ministry of Environment and Forests (MoEF) recently. There is also a possibility of reshuffle in the Delhi Government as Parimal Rai, who is in Goa, is unlikely to join here in the absence of an elected Government, sources said.

Gamlin is holding the charge of five departments that include Finance, General Administration (GAD), Services, Planning and Vigilance. She is considered close to Raj Niwas and Chief Secretary.  With her elevation as Principal Secretary (Finance), the bureaucracy in Delhi seems to be unhappy in the national Capital. Reacting to her appointment, a senior official said that SN Sahai would be better choice for Finance Department because he had already earlier worked as Joint Secretary here.

Gamlin has been lobbying to get Finance Department for the past two months. Gamlin has been serving with the Delhi administration for the last 20 years since 1994 and whenever a hard posting was due, she managed to go on Central deputation and then come back to the Delhi Government after completing her tenure at the Centre. She was on Central deputation twice, the first time for five years after May 1999 and the second time for six years from April 2008. Between 2004 and 2008, she served as Secretary (Services) in the Delhi Government. On April 2, 2008, she again went on Central deputation and joined the Ministry of Health. She returned to Delhi administration in April this year and is currently the Principal Secretary (Services).

Top sources told The Pioneer that lieutenant Governor Office was not happy with Amit Yadav and Punit Kumar Goel. Yadav was holding the charge of Commissioner (Industries) and CMD of DSIIDC. He was also holding the additional charge of Power Department.  Chief Secretary was also reportedly miffed with his performance. Insiders say that Delhi Government wants to invite Prime Minister Narendra Modi to lay foundation stone of Bapraula Knowledge Park in Outer Delhi and Yadav was unable to deliver despite DSIIDC being the nodal agency to execute the project.  On the other hand, Goel who held the charge of Development Commissioner also proved to be a non-performer. Due to their non-performance, the Delhi Government has requested MHA to issue necessary notification for transfer of both Goel and Yadav in the civic body.
