East Delhi hails first regularised colony

Published on:

Regularisation of unauthorised colonies in Delhi is finally a reality. The East Delhi Municipal Corporation has approved and notified the layout plan of East Asad Nagar colony in the first of 895 unauthorised colonies regularised by Delhi Government last year.

Approval of the layout plan will allow owners to sell or purchase properties, besides availing of the home loan facility. The improved plan was prepared with technical assistance from the Jamia Millia Islamia, which is one of the three consultants appointed for preparing layouts, in association with the concerned RWAs.

However, the move will result in escalation of property overnight.

With the East Corporation notifiying the layout plan, it was converted into an unauthorised regularised (UR) colony. “Residents will now be able to avail of all facilities that a property owner is eligible for in a regularised colony. Properties can be registered and all civic amenities availed of,” said East Delhi Municipal Commissioner SS Yadav.

East Asad Nagar (ward number 235) is spread over an area of around 3.3 acres. It consists of 83 houses, built along lanes 17 and 18. Property dealers said prices of a plot of 100 square yards were now estimated to go up to over Rs 2 crore, from the current Rs 75 lakh. Property owners of regularised colonies will now have to pay a development charge at the rate of Rs 200 per square metre to the civic body.

While approving the layout plan, Chairman of the Standing Committee in EDMC, Mehak Singh said that the civic body will not charge any fees from the RWAs for preparation of layout plans. He said that it has been decided that the interest on development charges would be taken from September 4 last year, the date from which colonies were notified for regularisation and not from the earlier date. Out of the 895 unauthorised colonies regularised last year, 312 are on private land. Fifty out of the 312 colonies fall under the jurisdiction of the EDMC. East Asad Nagar is one amongst the 50 colonies.

The officials said the layout plan, which was submitted by the local resident welfare association (RWA), after it was cleared by the layout Screening Committee (lOSC) of the civic body. While lOSC is headed by additional commissioner of the civic body, it has representation from DDA, fire department, town planning department, traffic police and urban development ministry. “The RWA prepared the plan in association with the Jamia Millia Institute. The plan was scrutinised by the screening committee as per the Delhi master plan. The plan has been sanctioned as per the topography prevailing in the colony in 2007. The plots which were vacant then have been marked for developing the social infrastructure,” Municipal Commissioner Yadav said.

EDMC Officials said layout plan for five other colonies - Shastri Park Extension, Harijan Basti Gharoli Extension, New lahori Colony, E&F block of Pandav Nagar and New Vishwas Nagar - is also in the process of completion. “The land use of two colonies - Shastri Park Extension, Harijan Basti Gharoli Extension - would have to be changed. The plan has been sent for approval in DDA. The plan of New Vishwas Nagar is likely to come up for approval next week,” said Yadav.
