'Dog' remark: Delhi Police defends VK

In a new development to the controversy surrounding Minister of State for External Affairs General (retd) VK Singh, the Delhi Police on Monday told a court that he did not make any “specific derogatory and humiliating” comment which can validate for any legal action to be taken against him. A complaint was filed against Singh for the alleged “dog” remark which he made in the context of Faridabad incident where members of a Dalit family were burnt alive.

In the Action Taken Report (ATR) filed in the court, police denied of recognising any cognisable offence against the former Army chief.

“It is to submit that as per complaint, no specific derogatory and humiliating remarks are found as per law regarding Scheduled Caste/Scheduled Tribes community. No cognisable offence was made out,” stated the report filed before Metropolitan Magistrate Muneesh Garg.

Further proceedings in this matter will be heard on November 24.

On October 29, the court directed police to file an ATR on the criminal complaint by advocate Satya Prakash Gautam seeking lodging of FIR against Singh under provisions of SC/ST (Prevention of Atrocities) Act, Information Techology Act and the IPC.

“Summon, try, punish and confiscate his entire property which the accused person had collected through unfair means by exploiting the religious feelings of innocent citizens, under appropriate sections SC/ST (POA) Act, IT Act and IPC,” the complaint had said.

The complainant, during the hearing on Monday, claimed that police report was “false and baseless” as Singh, being a Minister, was in power. He argued that the Minister had “deliberately” used such language to insult the community and his words promoted enmity.

The complainant sought action against SHO of Jafrabad Police Station for not taking action on complaint and refusing FIR in the matter. Controversy had sparked after Singh allegedly commented that the Centre cannot be blamed if somebody throws a stone at a dog in connection with the Faridabad incident.
