DERC gets 'no objection' from stakeholders and consumers

The Delhi Electricity Regulatory Commission’s (DERC) proposal of extending the existing Multi-Year Tariff (MYT), 2011 by another year is in all likelihood going to be passed soon. The power regulator in its public hearing for the same conducted on Tuesday received no objection from the stakeholders and the consumers. Besides, distribution companies may just have lost the opportunity to get back their interests as the DERC said that they did not meet the deadline for submission of their carrying costs.

The hearing, however, received very low attendance although the power regulator claimed of nobody objecting to the proposal. “We have received just one comment from the general public. All the distribution and generation companies were present and all agreed to extend the MYT regulations,” said PD Sudhakar, Chairperson, DERC.

Once passed, power tariff revision for the next fiscal (2015-16) is going to be decided on the same guidelines as the existing ones. These regulations have been in place since 2012 and were used for three consecutive tariff revisions in the national Capital. “We are going to extend the MYT Regulations, which were meant for the control period of 2012-15 by another year. Our main aim is to bring in the new tariff cycle by April next year,” added Sudhakar.

Many RWAs, however, rued that the DERC was not conforming to rules. “Tariff policy framed by the Central Government clearly mandated that MYT Regulations is to be framed for a period of five years. Only initial MYT period should be for three years as the requisite data of the distribution sector may not be available so that principles of MYT period cannot be provided with uncertainties for longer period due to non availability of data,” said Saurabh Gandhi, General Secretary, United Residents of Delhi (URD).

Meanwhile, the DERC had given the deadline of submission of all Capital cost incurred by the discoms to be submitted before September 30, but no company other than Tata Power has submitted the records so far.
