The ambitious land pooling policy of the Delhi Development Authority (DDA) is expected to get the approval of lieutenant-Governor Najeeb Jung in a board meeting scheduled for Friday.
The meeting will finalise on the implementation of the new policy that promises to radically change the way land is acquired and developed in the Capital. Besides, the authority is also likely to approve a proposal for the creation of a society for developing the proposed biodiversity park along the river Yamuna.
“The guidelines for the policy of land pooling are likely to get a final nod in tomorrow’s meeting. Also, there will be discussion on constituting a society for the Yamuna biodiversity foundation,” said sources in the land owning agency.
The land pooling policy was taken up by the DDA in its meeting on July 26 last year where it was passed by the authority. Termed as ‘policy on public-private-partnership in land assembly and development in Delhi’, it will allow the entry of the private entities in this sector. The policy outlines that the DDA, which acquires land, will provide a chunk of the developed land back to the owner instead of compensation. After being passed in the previous meeting, the proposal was sent to the Union Urban Development Ministry for a final notification which too has given its green signal for the same.
“There will be two categories for land pooling. But there’s a rider. The developed land the owners will get back has to be used as per norms mentioned in the guidelines. Acquiring land has become very difficult in Delhi in the past two decades. The new policy will involve the owner in land development,” said a senior DDA official. The final policy has been shaped after taking into account suggestions and objections it had invited from the general public.
