DDA one-time ground rent gets thumbs up from l-G

Delhi lieutenant-Governor, Najeeb Jung on Friday, approved the Delhi Development Authority’s (DDA) proposal regarding capitalised ground rent payment on leasehold properties. This means, instead of paying ground rent annually, people will now be able pay it on a one-time basis for a period 30 years or more. Besides, Jung in the authority meeting also approved of granting ownership rights to Chulha Tax payers of five villages in the national Capital.

“As per the proposal a sliding scale for payment towards ground rent money has been worked out to free the allottees from the drudgery of making annual payment of ground rent. The proposal will allow them to pay capitalised ground rent accordingly during each such interval,” said a DDA official. This means where the allotment is less than 30 years old, the capitalised value will be charged up to initial 30 years and where the allotment is more than 30 years old, the allottee will have the option to pay the capitalised ground rent up to 60 years.

The capitalised ground rent will be optional and the allottee will be required to pay the arrears along with the capitalised ground rent to avail this scheme. “No refund will be permitted where an allottee applies for conversion in between. To encourage people to opt for the scheme, relief to lessees who have defaulted in payment of ground rents by way of complete waiver of interest was also proposed,” informed the official.

Meanwhile, the authority also granted villagers of five villages namely Nagali Razapur, Todapur, Dashghara, Jhilmil Tahirpur and Arakpur Bagh Mochi freehold rights. “It was  decided that for original Chulha Tax payers and their decedents who are occupying land within the permitted limit of 200 sq. m/167 sq. m, pre-determined rates may be charged  which will comprise cost of acquisition, updation cost of acquisition at 10 per cent per annum and cost of development,” said the official.
