Hunts for a consultant for the agency’s old-age home project
After getting the proposal passed, the Delhi Development Authority (DDA) is now hunting for a consultant who could ideate the housing agency’s ambitious plan of creating one of the biggest old-age homes in the national Capital. The old-age home which the authority claims would have amenities ranging from dispensaries to gym is slated to be built in Rohini.
The DDA recently invited expression of interest (EOI) for selecting and appointing a Transaction Advisor who would draft the entire plan of developing the old-age homes outlining aspects like scope of work, estimated project cost, technical specifications and parameters along with defining the facilities required.
“The appointee would act as a consultant. S/he will have to prepare the feasibility/inception report laying out the broad parameters, timelines and approach of the project. The person will also have to finalise a consolidated project report, including technical reviews, financial model. Public private partnership options and draft reports for each of the proposed facilities,” said a senior DDA official. To be built up on five hectares of land in Sector 40 and 41 in Rohini, the old-age home will be given out to senior citizens of 60 years and above on rental basis. These will also have common kitchens, dispensaries, fitness and recreational facilities.
These ‘Senior Citizen Service Apartments’ will be developed through public private partnership (PPP) where each house would have a floor area ratio (FAR) of 200 square metres. DDA will be equity partner by way of contribution of its land which will be given to the concessionaire on lease.
“The private player will have to build, operate and maintain the whole society. For its revenue generation, it would be allowed to undertake commercial activities permissible as per Master Plan of Delhi-2021,” added the official. DDA’s partner, the private developer, will construct the apartment along with other facilities like gymnasium, library, walking track and medical room, added the official.
Rooms will be provided on rent to the senior citizens for their lifetime. Upon an allottee’s death, the next person in the waiting list will get the room. The list will be updated yearly. The authority has assured that the rooms will be on offer at affordable rates. Because the houses are meant for the elderly, the authority plans to design the houses with extra care such as fixing hand rails and installing floor lamps throughout.
