DCW chief suggests four measures for women safety

While recalling the brutal incident of December 16 gangrape on its third anniversary, Delhi Commission For Women (DCW) chief Swati Maliwal on Wednesday said, “There should be strong policing system, quick judgment of fast-track courts, more forensic laboratories and smooth coordination between the Centre and the State Government for women safety in the national Capital.”

Asked to speak on the growth of the IDSA, Maliwal — while releasing Annual Survey Report 2014-2015 of Indian Direct Selling Industry Association (IDSA) headed by Rajat Banerji in collaboration with PHD Chamber of Commerce and Industry on Wednesday — deviated from the topic and spoke at length about the women safety.

Explaining why Delhi is known as ‘rape Capital’ Maliwal said, “In 2014, only 9 convictions were done and 11,000 FIR was lodged in which 3,500 chargesheet were filed, which should be filed within three months. Today in the city, accused persons are roaming freely and they do not have deterrence effect.”

Speaking to The Pioneer, DCW Chief Maliwal said, “Post Nirbhaya, nothing much has changed to provide safe environment to women. There should be coordinated approach between the Centre and the State Government and a committee should be formed involving Union Home Minister Rajnath Singh, Delhi Chief Minister Arvind Kejriwal, lieutenant-Governor  Najeeb Jung, Delhi Police Commissioner BS Bassi, DCW members and its meeting should be conducted on weekly basis to discuss women safety issues.” With this, next year we can definitely say that a lot has changed and women are feeling safe in the Capital, Maliwal added.

It may be noted that, Delhi has only one Forensic Science laboratory (FSl) at Rohini in Outer Delhi to carry out tests of rape victims. About 1,500 samples have expired and they were not able to give accurate result as the pressure was so much, said DCW chairperson.

Meanwhile, the Government is working upon the rehabilitation of women working at GB Road. “We are going to set up pilot project “Alternative life” for the rescued women in order to provide them new life,” said Maliwal. Till now DCW has rescued about 20 women from flesh trade and is working to help them live a normal life.
