A delegation of DANICS officers association met lieutenant Governor Najeeb Jung on Tuesday and urged him to implement their increased pay scale and time bound promotion that has been declared illegal by the Home Ministry.
This is the not the first time that association of DANICS officers met the l-G. They had met him earlier on August 12. Now they are even planning to make a presentation before Home Minister Rajnath Singh and Union Home Secretary Rajiv Mehrishi on the matter.
Earlier, the Delhi Cabinet has decided to implement increased pay scale and time bound promotion to DANICS but it was declared null and void by Home Ministry on September 17.
According to sources, the l-G has assured DANICS officers to take up the issue with Home Ministry as priority basis. In their presentation, the DANICS association stated that the Home Ministry in principal had earlier agreed to fulfill their demand in 2006 but it was not implemented till date.
The big question is that if the Delhi Government has no power to take decision pertaining to increase pay scale of DANICS and only Centre has power in this regard then how come the decision was taken.
The ongoing tussle between the Kejriwal Government and Centre may prove obstacle in granting hike to pay scale to DANICS.
“The main objective stated in the Government of India notes for introduction of the aforesaid pre-revised pay scale of Rs18,400-22,400 was that “the officers with 8 years of regular service are eligible to be inducted into IAS but are stagnating even after rendering about 25-26 years of service in DANICS. As a result, these officers become ineligible for induction to IAS as the maximum age limit prescribed for induction into IAS is 54 years. This is precisely the contention and semantics of DANICS officers also,” the presentation said.
“The Home Secretary had observed on file as follows ‘This is a much needed relief to DANICS officers, MOF has also suggested that we may go to Cabinet. Home Minister may kindly see for approval on November 5, 2006. That on 08.11.2006, the Home Minister approved a draft cabinet note for introduction of pre revised pay scale of Rs18,400-22,400 (grade pay of Rs. 10,000,” the presentation said.
According to presentation, the higher grades have already been granted to Officers of Central Secretariat Service (CSS) by restructuring the cadre in July, 2010 by the Centre and also to Armed Force Headquarters Service. The policy of non functional upgradation in respect of various organised Group-A service as delineated by the Centre also justifies creation of higher pay scales after every 3-5 years of service in any particular grade. Besides, the UP Government has come up with creation of supernumerary posts in the grade pay of Rs10,000/- and in HAG 67,000-(annual increment at 3%)-79,000/- to overcome the stagnation of UPPPCS officers as specifically mentioned in the orders that it was being done because of delay in induction to IAS while West Bengal Government has also given grade pay of Rs10,000/- to its PCS officers. In both the States the PCS officers are facing comparatively lesser delay in induction to IAS as compare to DANICS officers,” it said.
