Gurgaon district administration has decided to add the cost of a newspaper, which was being published in favour of Aam Aadmi Party without proper registration here, into the election expenditure of AAP candidate Yogendra Yadav.
District Media Certification and Monitoring Committee has found it as a violation of Model Code of Conduct and decided to add the cost of the newsletter AAP Ki Kranti into the election expenditure of Yadav.
In addition, the Committee has recommended action as per law for distribution of the unregistered newspaper, Committee Chairman-cum-Gurgaon Deputy Commissioner Shekhar Vidyarthi said. Yadav said, “AAP Ki Kranti is not a newspaper. It is only a pamphlet which is being published for distribution to AAP workers, not aam janta.”
As per Section 15 of Press and Registration of Books Act 1867, any person who prints or publishes a newspaper without conforming to the rules may be punished with fine not exceeding Rs 2,000 or imprisonment for a term not exceeding six months or both.
