Corruption complaints become bone of contention between ACB, Govt

The Anti-Corruption Branch (ACB) has issued a terse notice to Sukesh Kumar Jain the Secretary, Vigilance of Delhi Government for not forwarding complaints of corruption received on helpline 1031 to the ACB.

The letter written by Assistant Commissioner of Police (ACP) of ACB stated the Delhi Government had not been forwarding the complaints received via helpline 1031 since June 11, 2015.

The letter mentioned, “After persuasions the Delhi Government forwarded a few old complaints to ACB in piecemeal manner after June 11, 2015, but now this process has been completely stopped by the Delhi Government. Huge expenditure was made to start and publicise the helpline, but due to some ulterior motives the whole exercise has been sabotaged and the utmost sufferer is the public of Delhi.”

The letter further stated ACB is constrained to initiate legal action. “It is in a way cheating the public besides incurring wasteful expenditure. You are requested to furnish the name, rank and address of the officer who have order for not forwarding those complaints to ACB, so that suitable action can be taken against them,” the letter read. The ACB also asked about the number of complaints received from June 15 till date on Helpline-1031.

It is noted that tussle between ACB chief Mukesh Kumar Meena and the AAP Government is not new. The Delhi Government has refused to accept Meena as ACB chief. The Kejriwal Government wanted SS Yadav, as ACB while lieutenant-Governor Najeeb Jung appointed Meena. Earlier, the Directorate of Vigilance of the GNCTD had requested Meena to revert to the Delhi Police stating ‘there is no sanctioned post (of a Joint CP rank) in the ACB.

In an order dated June 9, Secretary and Director of Vigilance Sukesh Kumar Jain has issued an order and stated, “Please refer to your joining report dated June 8, 2015, assuming charge of Joint CP (ACB) in pursuance of GNCTD order dated June 8, 2015. In this regard, I am directed to inform you that there is only one post of Additional Commissioner of Police in ACB of GNCTD which is presently occupied.”
