To gain optimum support in the upcoming Assembly polls, Delhi Chief Minister Sheila Dikshit on Sunday sought to make the Residents’ Welfare Associations (RWAs) financially stronger as she also assured time-bound completion of works.

Interacting with nearly 4,500 representatives of RWAs on Sunday, Dikshit announced Rs 5 crore at the disposal of each Deputy Commissioner to be spent as per priorities earmarked by the RWAs.

In addition to this, the Government has also been providing Rs 1 lakh to each and every RWA to enable them to get minor urgent works done immediately.

The Chief Minister also instructed all the Deputy Commissioners to hold monthly meetings with the RWAs failing which a fine on daily basis will be imposed on them. Over 4,500 representatives of 1,200 RWAs from South, South-East, South-West, New Delhi and Central districts participated in the workshop. Dikshit stressed on keeping an effective contact between the RWAs and the Government to promote citizen-Government partnership. Empowering the citizens with a right to get their services done within a stipulated time, Dikshit said that the erring employees will have to pay a fine of Rs 10 per day for slackness in work and the aggrieved citizen will be compensated immediately from the amount collected as fine.

"Our Government values the feedback received from the citizens. The workshop has been organised to make aware the representatives about their rights and the commitment of the Government to fulfill their aspiration," said Dikshit. Among those present on the occasion were Delhi Minister Kiran Walia, Chief Secretary DM Spolia and other senior officers including Additional Secretary (Bhagidari). It may be recalled that Dikshit's direct interaction with RWAs and Bhagidars took place after a gap of one year

On this occasion, the representatives demanded to look into the shortage of staff in the Government offices. A demand to bring improvement in water supply in Dwarka area was also raised. The CEO of Delhi Jal Board said that the infrastructure in the form of a water treatment plant is already in place; the shortage would be overcome immediately on getting 80 MGD raw water from Haryana through already constructed Munak Canal for which the city Government has already released the full payment towards its cost. They also expressed their concern over delay in conversion of flats from leasehold to free hold by the Delhi Development Authority (DDA).
