Chief Minister Sheila Dikshit on Sunday claimed that Delhi was the first State to ensure 95 per cent timely delivery of services to the public under the e-Service level Agreement (e-SlA) Act. Delhi was also the first State to have enacted this Act to provide time-bound public services across the city.

lauding the Government’s efforts, Dikshit said that the development programme has reduced pendency of work in the Revenue Department from 47 per cent in 2010 to 5 per cent in 2012. “Out of 55 lakh applications seeking delivery of public services in 24 departments, more than 51 lakh applicants are satisfied with the timely delivery of public services. The credit goes to e-SlA mechanism,” said Dikshit, while addressing the second Residents’ Welfare Association (RWA) workshop to promote Government-citizen partnership.

In the workshop, Dikshit assures to redress the problems of 4,000 office-bearers of over 900 RWAs within a fortnight and encouraged them not to hesitate in asking for compensation from the errant officers. “People must ask for compensation at `10 per day for the delayed period which they will pay out of the amount collected. This method of governance will punish the lethargic and inefficient officers,” said Dikshit.

Addressing the workshop at Talkatora Stadium, the Chief Minister also gave the RWAs an option to get CCTV cameras installed in their respective colonies for better safety and security, provided they take the Delhi Police into confidence. “‘My Delhi I Care Fund’ can release money for CCTV cameras in colonies for better security and safety of the residents, but there has to be an effective coordination between the RWAs and the Delhi Police,” said Dikshit.

Representatives of various RWAs used the platform to share their grievances and suggestions. They raised various issues like slackness of traffic police, problem of sanitation and cleanliness, maintenance of park, encroachment on footpaths, problems arising out of multiplicity of the authorities and so on.

Dikshit underlined the need for monthly meeting between the RWAs and Deputy Commissioners and assured the RWAs of action on their issues within two-week time. Pushing people to be more vigilant, Dikshit told the residents, “It is the responsibility of the people to come forward and be vigilant about Government projects. The Government is also providing annual sum of `1 lakh to the RWAs for urgent developmental activities, besides `5 lakh per district.”
