North Delhi Municipal Corporation (NMC) Mayor Ravinder Gupta on Wednesday announced that the modes of outdoor advertising would be divided into 36 clusters to regulate the business, eliminate corruption, improve the quality of advertisements, beautify the city and augment the revenue to improve the financial conditions of the corporation.
The Mayor announced that since the new policy of cluster rights for outdoor advertising was under finalisation, an open session with the representatives of the advertising agencies was held on Wednesday.
Gupta sought suggestions and views of the advertisers on the proposed scheme in which outdoor advertisement sites in all six zones would be divided into 50 clusters with an aim to receive the estimated revenue of Rs500 crore.
Under the scheme, the new advertisement sites would also be created in the respective zones, parks and even on streetlight poles. They would also be given the power to remove the illegal advertisements. He said that the new scheme would be well within the guidelines of the Supreme Court.
“The new scheme aims at bringing transparency and eliminating corruption in the procedures of outdoor advertisement. We interacted with the advertisers to include their views and opinion to streamline the system of outdoor advertisements. The officials concerned will have to identify and remove all outdoor illegal advertisements within 15 days,” said Gupta.
“The advertisements can further give their suggestions openly and freely so that both — the advertisers and the Corporation — benefit from the new scheme,” Standing Committee chairman Mohan Bhardwaj said.
Commissioner Praveen Gupta said that the new scheme would ensure that illegalities do not prevail in the system of allotment of sites and in putting up the advertisements.
There would be six clusters in Sadar Paharganj Zone, 10 in Civil lines Zone, six in Karol Bagh Zone, seven in Rohini Zone, five in Narela Zone and two clusters in City Zone.
