City Govt stops funding of 28 DU colleges

Alleging that Delhi University (DU) was reluctant in forming the governing bodies from last 10 months, the Delhi Government in a major move stopped the funding of all the 28 colleges under the varsity on Monday.

Deputy Chief Minister Manish Sisodia, who also holds the portfolio of Finance, on Monday said he has ordered the Finance Department to stop funds to respective 28 colleges. The Delhi Governments funds fully only 12 colleges while the other 16 are partially funded.

"Hv ordered Fin Dept to stop funding for Delhi gov funded 28 DU colleges, as DU not willing to form governing bodies for last 10 months. (SIC)," Sisodia announced in a series of tweets. "I cannot allow unchecked corruption and irregularities to be sustained on Delhi Government funds in the name of Education."

The Government has asked Delhi University to form governing bodies before making any appointments. Sisodia alleged that the "sequence of events" from September 2016 seems to indicate a "deliberate and malafide" attempt to delay formation of governing bodies by DU."

The colleges feel that the decision would not have "immediate" impact but if the DU further delays it, the situation would get difficult for them.

"Immediately, it will not have much effect but if it remains so of course it will have. We have been talking to university for a long time. There are 15 members in a governing body including two professors, two teachers and one principal. The other 10 members are from different walks of life, nominated by the city Government," SK Garg, principal of Deen Dayal Upadhyay College, told The Pioneer.

The colleges get two types of grants from the Delhi Government: One is the maintenance grant that included salaries, expenditure of outsources services like security and housekeeping and comes in four installments while the other is the infrastructural grant which the colleges applies for in case of infrastructural maintenance and constructions.

"The grant which the colleges applies for by demanding and gets approved by the governing bodies is going to be adversely affected if this stand-off continues."
