A recent meeting chaired by the Chief Secretary has revealed serious wrongdoings by the top brass of the city administration that is under President’s Rule for the last six months. Glaring discrepancies were noticed during the review of the performance of various departments by the Chief Secretary.

Bypassing the protocol and laid down procedure was cited in few cases. Concerned over the developments, the Chief Secretary passed various directions for setting the house in order. It was noticed that established norms were being violated by officials in sending requisitions to fill vacancies in various departments.

The minutes of the meeting chaired by the Chief Secretary on August, 11 last and accessed by The Pioneer points towards the malaise that has set in the Revenue Department of the city administration.“The Principal Secretary (Revenue) stated during the meeting that the revenue collections during the last four months were a matter of concern and the Government expenditure had exceeded the revenue collections.

He is said to have emphasised on the curtailment of all non-essential expenditures till November. Sharing his concern, the Chief Secretary directed the revenue earning departments — VAT, Revenue, Transport and Excise units — to take immediate measures to boost the revenue collections. In this direction, he reportedly emphasised on plugging of revenue leakages and sharing of relevant data amongst revenue earning departments. The Chief Secretary cautioned that the performance of the heads of these departments would be watched and their non-performance reports would be recorded in their respective Annual Confidential Reports,” the minutes of meeting said.

“The Chief Secretary also expressed his concern over the transgression of the authority of the Deen Dayal Upadhyay (DDU) Hospital by the Delhi Police personnel. The home department of the DDU hospital had reported that the police had forcibly taken away a person from the hospital. The chief secretary directed the health and family welfare and home departments to take up the case with the police on a priority,” it said.

During the meeting, the Chief Secretary directed Delhi Jal Board (DJB) to ensure that those employees who were facing corruption charges should not continue in the same posts and they be sent to non-sensitive units. He directed the DJB to impose punishment on such erring employees. The chairman of the Delhi Subordinate Services Selection Board informed that the department had been sending requisition to the DSSSB to fill up group ‘D’ posts.

A source said that all the secretaries and other heads of departments were advised not to send requisitions to the DSSSB as these posts had been abolished on the acceptance of the Sixth Pay Commission recommendations. The DSSSB was also directed to send back all such requisitions to the departments concerned.

Regarding filling up of new 800 posts of the lower Division Clerks by the services department, the Chief Secretary directed that a request letter be sent to the Chairman SSC and Secretary DoPT to extend the date of notification of vacancies so that the city Government’s vacancies could also be incorporated.
