Calling an attention motion towards the policy of Niti Aayog in formulation and implementation of Centrally-sponsored schemes (CSS), the Delhi Assembly on Wednesday said the policy is against the federal structure of the Constitution.
AAP MlA Kailash Gahlot raised the issue and pointed out that the formulation and implementation of CSS are against the federal structure and the Centre was only trying to create confusions. “Our schemes have been reduced to 28. It is against the concept of federalism,” he said.
Deputy Chief Minister Manish Sisodia said, “Sometimes the Centre says that the share of Centre to States in Centrally-sponsored schemes is 80 per cent, sometimes they say it is 25 per cent. Off late, a memorandum stated that around 66 schemes were reduced to 28 which mean that the Centre would give less money. The Centre stated that 40 per cent share would be given in 40 per cent, whereas 50 per cent share would be provided in general schemes.”
Sisodia further added that, “A committee of CMs was formed for NITI Aayog, in which it was decided that States and Union Territories will be funded, including Delhi. They said that Delhi would be getting 100 per cent funds for CSS. later on they reduce the percentage of share; the Centre is trying to create confusion.”
